The Inkey List Omega Water Cream uses niacinamide at 5%, the dose the landmark pigment studies used, not the 10% brands print to sound stronger. It is oil-free and light enough for daily wear on oily skin. Ignore the ceramide complex; at 0.2% it is a token.

Good fitOil glands push out sebum whether skin needs it or not. Niacinamide decreases how much they make, and 5% is the dose the research used, not the bigger number brands now print.
No oils in the base at all.
Damaged Skin Barrier
Good fitThe outer layer holds itself together with fats, and niacinamide increases how many of those fats skin makes for itself. That is the useful route here, because the added ceramides are only 0.2%.
If you want ceramides in the jar, wrong jar.
Hyperpigmentation
Okay fitPigment is made by melanocytes and passed up in packets to the cells around them. Niacinamide slows that handover, so less reaches the surface.
The landmark studies used 5%, which is what is here.
Dry Skin
Poor fitAn oil-free gel-cream for oily skin. Dry skin will find it too light.
Eczema
Poor fitLittle here in the way of lipids or occlusives. A flare needs a richer barrier cream.
Acne
Poor fitIt is oil-free and light enough not to sit in a pore, which is what most acne-prone people want from a moisturizer. It is not an acne treatment.
Breakouts are the recurring theme in the negative reviews — one reviewer in seventeen gives it one star.

What does it feel like?
Gel
A gel-cream that goes on cool and thin and disappears in seconds with no film left behind. It is fragrance-free, oil-free and alcohol-free, and its pH is 5.0, close to skin's own.
It does not sting. On dry skin it is nowhere near enough, and reviewers say so consistently. It sits well under sunscreen and makeup.

The reason to buy it is the niacinamide, which has good evidence for oil, pigment and barrier repair. 5% is the concentration the landmark pigmentation studies used. Brands now print 10% because a bigger number sells better; using the studied dose and stating it is the honest choice.
Where the marketing overreaches is clinically proven, which rests on a 22-person study. The brand discloses that in a footnote, which deserves credit, but 22 people is a very small basis for a firm claim.
